Noel was born on May 6, 1945 in Cambridge, Mass. and received a B.A. (history, 1967) and M.A. (library science, 1969) from the University of Denver. He later received a second M.A. and Ph. Barbara Norgren is considered one of Denver's leading preservationists. She was a consultant for Architectural Resource Evaluation, and worked on the Denver Landmark Preservation Commission.
